“There are still many people who think this doesn’t happen in Pennsylvania, especially southwest Pa., but it does,” Mowen said.

According to findings in a report released in June by the Joint State Government Commission, “Pennsylvania is a source, destination and pass-through state for trafficking in persons.”

Mowen indicated that is partly because of interstate highways that intersect in Pennsylvania, linking east-west and north-south travelers, particularly around Carlisle.

Recently completed highway projects in the area are bringing the lanes of travel for human trafficking into our own back yard, Mowen also pointed out.
